TOURNAMENT RULES

Section 1. Player Eligibility/Team Insurance & Roster

  • Player ages shall be determined by their age for the 2022 season(age on April 30, 2022).
  • Teams must submit full payment and a certificate of insurance in their team/organization name to kingsportsmonarchs@gmail.com naming the City of Schenectady(105 Jay St Schdy NY 12305) & King Sports Training Center(708 Kings Rd Schdy NY 12304) as additional insured(Tournament Host) at least 7 days before the event.
  • Managers must carry/have access to copies of birth certificates at all games. A complete roster must be submitted to kingsportsmonarchs@gmail.com 7 days before the event.
  • Players must appear on a team roster in order to be eligible to play. Players may not appear on more than one roster or play for more than one team in the tournament.


Section 2. Seedings/Tiebreakers

Wins are awarded 1 point & ties 0.5 points. Seedings are determined by W-L Record then tiebreakers:


Two-Team Tie

Three Team + Tie

*There is NO head to head used in any scenario with 3 or more teams tied*


EXTRA INNINGS RULE(Semi-Finals/Championship Game ONLY)

  • Games that go into extra innings will be decided by loading the bases with the last 3 players to bat in the lineup. The third out is placed at third base, the second out at second base, and the first out at first base. The inning will then be played normally.
  • Only pool play or consolation games can end in ties after the time limit has been reached.


Section 3. Managers/Coaches

Teams will be allowed to have one (1) manager and two (2) coaches on the field provided that they have been listed on the team roster. A scorekeeper may also be in the dugout. BOTH MANAGERS will report the scores and pitcher counts after each game in the event there is no tournament official on site. Each Manager is responsible for cleaning up their respective dugouts after every game.


Section 4. Game Conduct/Rules

Games will be played under Major League Baseball Rules w/the following exceptions:


Game Start/End 

  • All games will start when scheduled unless there is inclement weather.
  • There is a strict 1:45/2:15 minute time limit for all games. Game time starts when the first pitch has been thrown. Pool/consolation games may end in a tie if the time limit has been reached.
  • **No new inning may start after the time limit is reached** The game ends immediately if the home team has the lead when the time limit is reached. If the time limit is reached when the home team is at bat and they are losing, they will be allowed to finish the inning. If the time limit is reached while the visiting team is at bat, the score will revert to the previous full inning. The home team bats if the game is tied or they are behind in the inning when the time limit is reached ONLY  in semi-finals or finals. All games will end after 4.5 or 5 innings if any team leads by 10 runs or more or 3.5 or 4 innings if any team leads by 12 runs or more.
  • Games are considered official after 5 complete innings in cases of inclement weather.
  • All decisions regarding game cancellations/rescheduling rest solely with the umpires, tournament director, and the City of Schenectady.
  • If no games are played due to inclement weather, teams will receive a 75% refund or a 100% credit to a future event. If only 1 game is played, teams will receive a 50% refund or a 75% credit to a future event. If 2 games are played, teams will receive a 25% refund or a 50% credit to a future event.
  • The tournament official will serve as the official scorekeeper. The home team's scorebook will be considered official in the event there is no tournament official on site.


Lineup

  • All players available to play must be listed on the lineup card OR official tournament roster at game start time.
  • All substitutions must be announced prior to the change being made to the tournament official OR the opposing manager if an official is not on site. 
  • Teams may use an EH (Extra Hitter) if they choose to bat more than 9 players. An EH is considered a position player and can enter the game defensively at any time, while staying in the same spot in the batting order. The use of a DH(Designated Hitter) is not allowed at ages 15u & under.
  • Teams may also choose to bat their entire roster and have free defensive substitution, but please note that an out will be recorded if any batting spot is vacated during the course of the game and no eligible substitute is available.
  • Teams that fail to appear for games or do not have 9 players at game start time will be assessed a 7-0 forfeit loss and removed from the tournament with no refund. Teams traveling from alternate fields will be allowed 15 minutes to arrive when necessary.


Ejections/Injuries/Re-Entry

  • A player may be removed from the game for reason of injury at any time. A player removed from the game for an injury MAY NOT re-enter the game. If there is no legal substitute for an ejected/injured player, it counts as an out for their team each time the removed player’s name comes up in the lineup. A team must have 9 players on the field at all times or they will be assessed a 7-0 forfeit loss.
  • All ejections carry a mandatory 1 game suspension regardless of the offense. If a spectator is ejected, they will be removed from the premises and unable to return for the remainder of the event. If a coach gets ejected, they will be removed from the premises, and will serve a one game suspension during their next scheduled game. If a player gets ejected from the game, they will serve the remainder of that game in outside the dugout/field of play and will serve a one game suspension during their next scheduled game. If there is no legal substitute for an ejected/injured player, it counts as an out for their team each time the removed player’s name comes up in the lineup. A team must have 9 players on the field at all times or they will be assessed a 7-0 forfeit loss.
  • Any of the starting players may withdraw and re-enter once provided such player occupies the same batting order position whenever he is in the lineup. A substitute, once withdrawn may not re-enter. All eligible substitutes must be listed on the lineup.
  • Re-entry of a player otherwise ineligible to return will be permitted if all substitutes have been used and an injury occurs which prohibits the injured player from continuing the game, causing their team to fall below 9 active players. When this occurs, the opposing manager selects the substitute. A previously injured or ejected player may not be reinserted.
  • A courtesy runner is allowed at any time for the catcher or pitcher and must be a player who is not in the lineup when possible.


Pitching Rules

  • There is 1 warning given on balks before consequences are enforced(13u ONLY).
  • Pitchers who throw more than 45 pitches on Saturday are ineligible to throw on Sunday. No pitcher may throw more than 105(95 at 13u-15u) pitches in a day.
  • Any coach or player can warm up a pitcher between innings. All players are required to wear a facemask when warming up a pitcher.
  • Trips to the mound by a manager, coach or player from the dugout are limited to one per inning per pitcher. The second trip in the same inning to the same pitcher will result in his removal from the game as pitcher. He may assume any other position.


Section 5. Game Equipment


BATS

  • 13u-15u All bats need either the USA Baseball label or the BBCOR .50 label. NO 2 3/4" Barrels. Solid wood bats do not need a BBCOR label-Bamboo needs the BBCOR label.
  • 16u-18u WOOD BAT ONLY! NO composite bats allowed. Bamboo is allowed but needs the BBCOR or USA Baseball label. NO 2 3/4" Barrels.

UNIFORMS

  • All player uniforms should be baseball pants, matching shirts w/numbers & hats. 
  • Managers, coaches, and scorekeepers should wear team representative OR matching shirts and hats. Baseball pants are not required for coaching staff.


CLEATS 

  • Metal spikes are NOT allowed on Schenectady's A Diamond. Players found to be in violation of this rule will be ejected. Any team with more than one player in violation of this rule will also have their manager ejected.


Section 6. Game Protests

Protests will be heard and ruled on by the tournament director. Judgment calls cannot be protested. Only a team manager or acting manager can declare a protest and must identify the rule or regulation that has not been properly applied the moment it occurs. Play will stop until the umpire acknowledges the protest and subsequently discusses with the tournament director until resolved. Protests must be filed and ruled on before the next pitch if during the game, or before the umpires leave the field if after a game. Protests and game disputes will be resolved by referencing the tournament rules, MLB Rule Book, and through mutual discussion with the umpiring crew. All decisions are final. There is a $100 cash protest fee due upon protest that will be returned to the manager only if their protest is upheld.
